Over trimming likely. Almost no trim needed on a cat set ptp to 3.25 below also

What kind of weight do you have on the bow? Ultrex? How many graphs? Lithiums or AGM/wet cell? Poles? I had an '04 (though I had an EFI) which was the same hull as yours and ran both a 23 Tempest and a 23 Trophy (with blowout ring). I'd get 65-66 alone with empty livewells...61-62 was about where I was at with a tournament load on both props (the Trophy was worked by Boger though). I had no poles and just a Maxxum 72 and a single 8" graph on the bow. Lead acid batteries.

Sabres are pretty weight sensitive overall.

Motorguide up front, 7 inch graph,
lead acid batteries, no power poles,
not overloaded with gear, water pressure 15 or 16
    rpm 55-5600

    You're not front heavy.

23 Tempest will gain you a couple hundred RPM and put you close to 5800 (I always try and prop for max RPM). Also BassCats do like to run lower than you're probably used to so probably greater than 3" (3.25-3.5") prop to pad. That rooster tail isn't as much from motor height as it is over trimming.

First thing I'd do though is lower the motor and don't trim so much. If that improves things than consider going to a 23.

A well set up Sabre (really any Cat) will chine walk when WFO. My Sabre would start at 63-64. When I had my P2 it would start at 67-68.

Found a trophy plus 4 blade 23 pitch for a good price, should I try it?

61 is pretty good for an underpowered boat.

You will run out of PSI with a Tempest as it likes motor height. Stick with a 3 blade & try a 23" Fury-if you can get one-3 3/8"s on the plate.

23 Trophy was good on my 04 Sabre, that being said it was worked by Boger. I think he need to probably lower motor, don't trim as much and get some more RPMs by going down a pitch.
