    Aerator voltage issue

2005 ranger 521vx. My 2nd livewell pump quit working so I am troubleshooting it with very little knowledge. I’ve ruled out the pump being bad as I swapped it with #1 and it works. I checked the voltage at the connector in the bilge and it’s showing 10.5 volts vs 12.6v for pump #1 which I assume is not giving it enough power to turn on. Can someone point me in the right direction of where to start to fix this voltage issue?

go to the switch and look for poor connections and green crusty corrosion. might have a bad wire dropping voltage somewhere it appears?

I'm having a hard time remembering since I haven't used the livewells much since purchasing this boat, but when I press the livewell button on the keypad both pump lights turn on but I can't remember if that normally when you press it turns the first on and then press again it turns on the second.
