Sounds more like the o2 sensor not functioning properly
when was the last time you service the 02 sensor ?

seems that propping it too 5900rpm is the fastest maybe best powerband for this engine
al other props rev the engine up higher

am i right about that it will not damage the powerhead if i use the wrong tuner...
