You could try mothers back to black. I've used it on trucks with faded black plastic. Worked pretty well.

I would say you can power load, but shouldn't need to. they are a lot more "slippery" than carpet.

I think the biggest issue is getting a high enough load rating. that shouldn't be to difficult given the weight of most boats, but something to be aware of.
