Until you said "both tanks" I would have bet $$ that it was debris clogging the fuel pickup screen IN the tank. Had this happen with one of my old 225 OMCs. Finally used 2 open wrenches 180-degrees...
FYI, new non-OMC brand fuel pumps $15 on eBay, new OMC ones $60+ but plenty of OMC branded rebuild kits for $20+.
If one has to pump the primer bulb to keep her running, that's typically indicative of a hole in the fuel pump diaphragm. Buy a rebuild kit or new pump, which isn't too much.
