I like to use Gatorade bottles, fill them with lake water, add a tablespoon of Rejuvenade then freeze. When needed pull the bottle out of the cooler, remove the lid and drop in the well, no chlorine...
You can get a plastic fid from Ace Hardware to use as the tool or even the barrel from a retractable bic pen. Both are perfect for wacky rigging.

Looks to me to be rocks or possibly emergent grass. Most likely small rocks. It sorta looks like there is a drain coming in from the far left and maybe this is washed in gravel/rock.
