I've had the exact same question as you. Of course I made adjustments in shallow water. I just tightened one the slide bolts on each side until I got to the point I wanted- then locked them all...

You are 100% correct! Fortunately, BASS saw the light and made changes to the rules and restrictions to make this not allowed.
