Coming from the roofing business I would have brought it to the homeowners attention and given him the option to repair.
Never been in the gutter business so I can't speak for him.

Should be able to find it at your local roofing supply yard. They typically carry all the flashings and Caps.
You could call these folks if you can't find it...

We need the snow and we aren't getting it. Only about 50% of normal and that won't get up through the summer.
