I have the same rig but running a 21p prop and get 5500-5600 rpm @ 42mph loaded 39mph. The engine is mounted in the second hole from top.
I would agree with "Transom" on this a small chain riveted or screwed to the side of the lid and rim would be less obtrusive.
Give the West Fork Red a try it clears up sooner than the Cumberland.

18ah mighty Maxx battery or one of the game feeder batteries works very well.
I would get the 31 that's a lot of equipment running on the 24; the lawnmower battery is good for charging a cell phone.
How about the side storage area in the rear; you might have to remove the plastic liner and install a battery tray to catch possible spills.
The transom mounted TM will probably be better suited to run on at least a 31series deep cycle battery, totally dedicated for trolling.
