Looks like they are idling through a stump field, and the boat just came off of a stump. The picture frame caught the boat at it's lowest point. Just a guess.

Lots of times you can just dis-assemble the valve, clean it good, and it will work fine. They get fish scales, pebbles, etc in them, and they won't seat off good. Try flushing back & forth with water...
