Looks like corrosion from battery acid. Batteries are gassing when charging. Keep the fuse holders away from the battery caps.

Go to Lowe’s and pick up some 1/16 rubber washers. Perfect size spacer so when you put Velcro strap under mount it will sit tight.
It is tight but can be done. Have someone help with the screws. Remove the support for the bow cover will make it easier to reach in.
