Before I worried about water I would check for prop slip/damage, and the bottom of the boat for any damage that would drag. Can improve speed 2-3 mph by lifting and waxing hull.
I am guessing it is a throttle or prop issue. It may not be reaching wide open throttle. Unless something is dragging, no way your speed would have went that far backward.
