Has the engine's state of health been confirmed? Are all service items (plugs, filters, fuel lines, etc.) up to date? Once it gets on plane, how many RPM's can you achieve?
Assuming the seams are intact, I would try the 303 vinyl cleaner. Repeat if necessary. After you get all you can with the cleaner follow up with a healthy dose of their protectant.
