Big difference.
If it's blue, and just oil, then it's probably your oil filler cap. Common problem with these engines.
If it smells like gas, then your floats...

Answering my own question here, but the water pump base wasn't broken. It was actually two pieces, I don't know if it came that way, or the adhesive holding them together from the factory delaminated.
While replacing the water pump, i noticed the lower base flange has broken off, and is stuck in the lower unit.
