If an A60 actuator you probably won't be able to get the rubber plug/cap out to fill it unless it is extended. Fill to where the bottom of the rubber plug would touch the fluid.

If 1.98 put the cap on a 2 inch hitch ball and give it a few wacks with a block over them. Work slow and check often as it can easily make them too big.

Wouldn't cause a short but the wires and batteries do get warm when charging and the cushion could act as insulation and cause them to get hotter. Enough to start melting might be a stretch though.
