If it hasn't been on the water in 2 years, then yea you need to clean the carbs. Which means full disassembly and thorough cleaning. Just spraying some carb cleaner around doesn't count as cleaning...

Keep in mind how much rake you have too, if you just leveled your hitch height will actually lower a tad. So with the lift I would say 4.5-5 inch drop from your current will put you in the ballpark
