So the sleeve covers the bolt/nut and the disc seals the sleeve. How do I remove the disc to access the bolt?

I changed fuel/water seperator and primer ball at the same time. I did not fill the seperator up before installing. I went to the lake and you guessed it , no start. Unable to get pressure with bulb....
