I have circled the things to check under the cowling, they are located on the starboard side. The one with the clips is where you want to watch as some one puts it in forward, reverse and neutral....

When you remove the cowling right where all the wires and cables come in there is a block that secures everthing, have some put the motor in gear and you will see that acturator moving or it should...
Mine did something similar. I found the cable block had come loose under the cowling and it would not go in gear
