Had this exact issue on my 2005 90hp Johnson two...

I was sure I had an electrical problem with my motor, same symptoms as you are describing. Turned out to be the carbs.

Just to round it out, I was able to reseal the tilt ram and cylinder, and it's working well. Finally got a chance to try the boat in the water today, and she is running great at all RPMs. Sticking...

Spent a couple of hours on it yesterday, went through the carbs again and adjusted them, have it running well at the dock but unable to go for a test ride as a new problem cropped up - power tilt...
