Update: Took boat to repair shop and got call today that the problem is the electric fuel pump and when they put straight 12 volt to it it's noisy and low or no pressure, and to fix it, $500 for fuel...

It has live well all the was across boat with divider, also does have walk through windshield

it is a 1994 Champion Contender 190 SX, the compartment is in front of the live well, behind the rear seats, does have a drain, no plug, drains into bilge, has what looks like a screened overflow.
