Sounds like your tach is reading badly. I don't think an f150 would get to 6400 without the rev limiter cutting in.
Ugh, your luck isn't getting any better. Hope you find a way of getting it sorted and on the water, or scrapping it and getting something else.
Be interested to know what the Xpress H20 priced out to. Much more basic boat layout and more bare bones looking, but maybe a more sensible 20ft tin option, if it's priced better

Have you tried shifting weight around in the boat to see if it's a balance thing? 6" jack moves a lot of weight backwards.

Are those orange fuel hoses actually fuel hoses? Never seen fuel hoses that are orange like that, only rubber hoses, which wouldn't be fuel rated.
