It looks like he installed a cover plate over his trolling motor tray. Some of the tray manufacturers make them, but I didn't see one on the EZ Troll website, so you'll likely have to fab your own....
The manual for the charger should indicate what the blinking LED means (i.e. can't see the battery due to a wiring issue, voltage hi or low, charger fault, etc).
