That happened to me several years ago and my motor had bearing failure in the lower unit due to seal leaks and water intrusion.
If the vent comes out at the top of the fill tube, get a big straw and put some tape on one end. Stuff it in the vent opening and blow hard. Worked for me in my 196.
On my TR 196 the best prop for all the things you want was a Rev 4. They are a little stiffer than a Tempest so a 25" might work. I think that is the max pitch for that prop.
