Not sure I understand - you have voltage to the solenoid and from the solenoid to starter but it isn't cranking? Or are you saying it cranks but doesn't start?
Ditto to what Seahorse said. Did you check for voltage on the S and I terminals of the starter solenoid when cranking? Might just be a $25 solenoid, start delay relay or neutral start switch.
