Al I still think it a breaker but could be something else. Newer ballast do not always match color wires, now most don’t.
Al what brand is panel?
They make a kit that turns it into 4 4’ T8-LEDs.
Maybe short in ballast if so you leave that switch off while resetting breaker and leave switch off until ballast is replaced.
What brand are the breakers? And you more than likely can convert your fixture to led if it doesn’t look too bad I do it all the time.
Sounds like you are overlooking tripped breaker from shorted ballast. Even after coaching people on the phone how to locate and reset tripped breaker it can be a challenge to get someone to...
