I really don't think any cop would cite you for this. Bottom line, save your money and don't worry about it. Keep your registration up to date and you're good to go!
If it's on the gelcoat just get some acetone and it should come off. There's nothing that should really stain that in that short amount of time.

Before you start moving anything around, you really need to verify 100% throttle which takes only a minute... otherwise your adjustments are pretty much useless.
Loosen the trim sensor on the motor and turn it and see if you see any changes on the gauge reading.
I wouldn't get a Z20 without a 250, personally. I think you could get by with a 225 but definitely not a 200. It looks like a great deal because the resale isn't as high for the 200's on this outfit.
Regardless of fill settings, you need to find out why your water level is going down unless it's going out your overflow tube. If it only goes down a little bit then the overflow tube is the likely...
Why is your water level going down? It shouldn't go down at all even if pumps are off.
