The RED Loctite is going to eat away at the plastic. The Red, Blue, and Purple Loctite is not compatible with plastic.

Does the OLD coil from #4-cylinder work correctly if you install it on a different cylinder? If so then we can determine that it's a possible wiring issue.

The block will be black on a 2017 Pro XS motor
If it was a "fully" dressed powerhead the answer is Yes. I would change the 50 hour plugs though.
Replace O-rings first.
Swap battery charger leads between 50-1 and 50-3 to make sure that the problem is not caused by the charger
When was the last time the water pump was replaced?
Just pull the lines out of the rail.
You have three probable issues:
1. Bad/missing O-ring
2. Leaking crimp connection
3. Corroded fuel rail
