Your outboard is bonded to the hull hence your reading 13v. You can often see these small jumpers on the motor.

Voltage drop is easy to calculate and it’s calculated as a percentage. And yes Amps voltage and the cross section of the conductor are in that equation.
The actual voltage drop would depend on the volts applied. I don’t see a voltage given in this chart tho.
