Maybe but we have seen numerous times before where similar situations occurred and the end result so I can understand the driver being scared/ reluctant if he knew had hadn't done anything wrong.

Well the roads have speed limits so that is a major factor.

Did they know you guys were racing? Maybe they were doing as you were at the speed that does this best for their particular rigs?

For top speed set as required and forget about it. Just know you will only hit it when everything is kept that way, otherwise you will be slower to some degree depending on weather conditions and...

What do you mean he got permission? Are signs posted saying you cannot fish them and he got special permission? Or he just asked if it is allowed and no signs are posted?
