Call All Out Marine in Wisconsin. Buy them over the phone. I bought 5 a few weeks ago to have an extra on hand.
I took my rigging tube off and replaced it with TH Marine Motor Sock. I don't know if that would help or not, but it isn't as stiff as the rigging tube was.
My last boat, Crestliner, the foot pedal did not fit in the recessed well either. The previous owner made a support out of wood and painted it black so the foot pedal sat flush on the deck.
