When re-installing the strainer filter, how do know when to stop tightening it? Is there a specific way? I don't want to over or under tighten it. Thanks.

So when installing a new bulb and fuel line, do I cut off just before the nipple of bulb (from tank to old bulb end ) then insert into new bulb nipple or take off the clamps and re-use the same part?...
