Leo13 is correct. All outboards lower units have a gear reduction, thus the prop turns slower that the motor RPM, and torque is increased. Typically somewhere from 1.5 to 2.3.

You are correct, some do not understand dyno charts. If you were paying attention, you would see that at the left column of the chart, there is the statement "torque at propeller shaft" or AKA usable...
This is for a 250, not a 225. But I would think you will get the idea.
