It will not run under load. As soon as I put it in gear it dies out. Sounds like it smothers out.

I have to choke the engine for it to start. After it starts, I have to play with the manual choke and throttle to keep it running. If I unchoke the engine, it will die out and I have to choke it...

Thanks for all of the advice. I will try running it with the lower unit submerged in a trash can. I went Ahead and ordered all of the parts to change out the poppet as well.
