For anyone coming along looking for this answer. A loose Reed block bolt is what this turned out to be. Fuel was allowed to run down the threads on bottom bolt of middle Reed block.

Tempest 23p. Had a nitro 18ft same motor. Same original prop. But mine would only run 50mph. Swapped to Tempest and picked up 8mph. Got 1 more by adjusting motor height.
If you have not had the vaccum brake pump changed that may be your noise at idle also. They sound super noisy when they start to go bad. There's an extended coverage recall on em on some models.
