Typical setback on a JP is 6", putting your prop in cleaner (less disturbed) water. I experienced the same thing. I had a 6" manual on a Lowe Stinger 18HP. Only gave 2mph.
Keep the same mindset on power - put the max recommended motor. You'll get better gas mileage and you'll cruise at the WOT of the 115. I would also add Trim Tabs.

Towing is not as hard as unloading/loading the boat. Pulling out of a steep landing is very hard on tranny.
