If the transom is rotted, what about the rest of the structure, the only way to tell is to split the cap off the hull and see how the stringers are.

Doesn't your local tackle shop have a line recycling bin? Strip your line and pick up the replacement in one easy trip.
I use mine for pulling on a rope around large shrubs that I am digging out, puts strain on the roots and thereby easier to cut with a spade or axe.

It's not just the transom that takes the stress, but also the stringers and hull, you may want to consider that when re-powering.
